It is classified as Major District / District Libraries under the system of Hong Kong Public Libraries. Before the library was established , Hong Kong Government provided the islanders with only mobile library service.  &lt;br /&gt;
&lt;br /&gt;
After the completion of phase IV of Cheung Hong Estate, Tsing Yi Public Library was established on the ground floor of Hong Shing House of the estate on 21st March 1986.  Although the library was small, it had one children's library, one adult library and one reference library.&lt;br /&gt;
&lt;br /&gt;
The population of Tsing Yi Island continued to grow rapidly in 1980s and 1990s towards 200,000 as new housing projects in the new town completed.   decided to built a new library which was suggested in new town planning in 1980s.  On 2000-01-31 the library moved to the current location, Tsing Yi Municipal Services Building.  The library is on a single floor and is more spacious than the old library.  Computing facilities and a newspaper reading room was introduced to the library.  As the Council was disbanded, the library is then managed by Leisure and Cultural Services Department.&lt;br /&gt;

Although the library in the central location of the new town of Tsing Yi Island, it is too far from the remote part of the new town.  There are mobile services provided for Cheung Ching Estate in its south, Cheung Fat Estate in its north and Cheung Wang Estate in its east.&lt;br /&gt;

Currently, more than 400,000 volumes of  and  books are on open shelves on the first and third floors where students can access them freely. The strength of the book collection is on arts and humanities, business and management, and the social sciences. The Library also subscribes to over 28,000  and 3,000 print journals on these academic disciplines. Journals and newspapers are kept on the second floor. More than 20,000 items of media resources, including audio and video tapes, laser discs, multimedia packages, microforms, etc. are housed in the Multimedia and Language Learning Centre on the same floor.&lt;br /&gt;

The Library has been fully automated since 1994. Users can gain 24 hours access to databases and electronic resources through the Digital Library  and to other library systems.&lt;br /&gt;

The network of libraries are interconnected by a digitalised library management system, the busiest and one of the largest in the world offering both  and  capabilities.&lt;br /&gt;

It is located in the Chung Chi College of the Chinese University of Hong Kong.  Resources found in the Elisabeth Luce Moore Library range from recognized music and religion collections to specialized works.  Facilities include Late Reading Rooms and Group Study Rooms.&lt;br /&gt;

Of the 7 libraries in the Chinese University of Hong Kong , the Chung Chi Library was first built in 1951 with its home at St. John’s Cathedral Library.  In 1956, it moved to the Ma Liu Shiu campus.  With donation through the Henry Luce Foundation in the United States of America, the present library was named after Mrs. Elisabeth Luce Moore and moved the last time to the Chung Chi College campus in 1971.  &lt;br /&gt;

Collections in the Elisabeth Luce Moore Library are especially specialized out of all university libraries found in CUHK. Other than recognized music and religion collections, there are also collections of Western literature and languages, Japanese literature and language, philology and lingustics, education and sports science. All collected works are supported by the Departments of Music, Religion, , Modern Languages and Intercultural Studies, Japanese Studies and Faculty of Education in the Chinese University of Hong Kong.&lt;br /&gt;
&lt;br /&gt;
In addition, the Library provides resources like theses, newspaper, together with ERIC documents and out-of-print materials on Music and Religion. To be specialized in education, Instructional Materials Collections, which is the  of teaching materials for all secondary and primary schools' subjects of Hong Kong, can also be found in the Elisabeth Luce Moore Library.&lt;br /&gt;

Moreover, electronic resources can be accessed by CUHK students and staff too.
